About the project
This wheel enables NVIDIA GPU support as a plugin for projects like JAX (e.g., https://pypi.org/project/jax/) for upcoming CUDA 13.
Historically, NVIDIA GPU support was separated into wheels jax-cuda12-pjrt and jax-cuda12-plugin, while jax and jaxlib contained the core JAX components. Our plan is to transition CUDA PJRT releases to XLA to support a broader range of projects.
Reasons for the request
Since the lateset jax-cuda12-pjrt wheel is about 126MB, we expect xla-cuda13-pjrt to also exceed 100MB.
This default file size limit will block xla-cuda13-pjrt releases. We need to raise xla-cuda13-pjrt's file size limit to 200MB, similar to jax-cuda12-pjrt.
