Reason for request

• Lost access to primary email address
• I do have a secondary, verified email address that should now be made primary (but it won't let me?)
• I do still have 2FA access
• I can still log in to PyPI (though many things redirect me to an unverified-account page?)
• I do still have my recovery codes (though they don't seem to be usable in case of lost access to the primary email?)

• I never generated or have lost access to the recovery codes for my account
