Our account on PyPI, BlenderFoundation, was transferred this project a few years ago by user https://pypi.org/user/TylerGubala/
We recently want to start using the Test environment of PyPI, but this user (most likely by accident) still owns that project there: https://test.pypi.org/bpy
It hasn't been updated for a long time and we have tried to contact the user directly, but until now to no avail.
