Aren't peers cached?!

Hey fellas!

I was wondering if peers are cached in anyway. For less-seeded torrents, pausing and resuming them even a few seconds later takes a long time to reach to that one peer that was doing the job, and sometimes they can't be found at all anymore. If there's a setting for that somewhere, please let me know.
