feat(versioning): create new dataset versions within a notebook

“Lastly, I think I would use it in a workflow where I do something in python to a dataframe then dump the data as a version so I can backup if I make a mistake or change my process - now I’m lazy and just dump CSVs of every change from my Jupyter notebooks.”
