Currently there is no reference implementation of the keyserver in this code base. We should provide one. Here is the API.

Ideally we also provide a gRPC and OpenAPI/swagger doc for this API as well.

This would be great. If I got this correctly from the talk at CoreOS Fest, Quay is the only software right now that implements key server spec?
