We've had a few reports due to the snake oil certificates within the repository - used by the harness.

For the sake of my email, I think we have to return to generating them during testing runs. I recognize that in the past users have requested this not happen.

Closing this issue. No certs exist in the repo currently. Test certificates are generated when docker images are deployed.
