Should be
shape=(max(ppc["bus"][:, BUS_I]).astype(int) + 1, 1))

This allows pf and opf to solve with SciPy 1.0.1 or 1.1.0. However, we get some 0.00 bus voltage magnitudes, and "inf" or "nan" in the branch losses.
