Add Watson AI chat model support

The Spring AI team does not have access to the Watson models and this is a concern We can't support Watson if we don't have access and would suggest moving it to the spring-ai-community repository if the timing is not good to address this before GA next month.

Unfortunately, I don't have access to the Watson models as well rn. Moving this to spring ai community makes sense to me.

I no longer have access to Watsonx AI API since I left the company, so yes, makes sense to move it to spring ai community. I can help as well :)

Wow, thanks for the reply. We can move it to spring ai community, but I have no idea how we can maintain it there, if we don't have access to the model.

I heard back from a contact at IBM, what we currently support is the text generation endpoint and that is not where the focus is now.

"I'd recommend using the chat endpoints (https://www.ibm.com/watsonx/developer/capabilities/chat). Most LLM providers have deprecated their text generation endpoint afaik. "

So I suggest we remove it for now as it isn't what people would really want to use. If there is interest to create a new module that supports watson chat, that can be taken up separately.

As part of Spring AI 1.0 GA, Watson model was removed via 9e71b16. We have a request for a community module here
