multiple new tabs opened with ctrl+t

this is after something like #7682 happens, but the app is not yet restarted

the number of multiple new tabs is same i think with the tabs that closed themselves after syncing, because when i reported that previous issue, it was three tabs, today it's more than three tabs

also, no matter how many times i ctrl+t, each of it will spawn multiple tabs

after i restart app, ctrl+t opens only one new tab
