Add or move any required test data into package

Description

Currently seem to rely on data in sunpy.data.test and sunpy.data.sample should follow the same approach as sunpy and have a data module which contains this data. Should be able to use the sunpy code as a basis for this.

So similar to sunpy need samlpe data but as the file formats are all somewhat custom difficult to resample down to small sizes so not sure what to do other than include the full size file currently ~ 100mbs

What test data or sample data do we use?

I tried to do a search (after I deleted all the old code) and I can't seem to find any.
