I've experienced that for certain applications or uses, continuous scroll will disregard the speed setting and go as fast as possible. To examples are video games and google maps on windows google chrome. In the video attached, I have the scrolling speed set to one with acceleration turned off.

From the community backlog session — we were unable to reproduce this with Google Maps in Google Chrome on Windows (or on macOS). The scrolling speed was much more controllable.
A couple things to check:
Are you using the current version of community?
Are you sure that your changes to the scrolling speed are being reflected in the setting user.mouse_continuous_scroll_amount (1 is the lowest) and that you have not modified the default of user.mouse_continuous_scroll_acceleration from 1? You can use "Talon open debug" to open the debug window and click Settings, then search for "scroll" to see the current values of these.
