Pressing Just CTRL Makes The "Copy-Paste" Dialog Disappear Instead of CTRL+C

After text is selected using the Select Text annotation tool, a dialog appears telling the user how to copy the selected text. The dialog should not disappear until both CTRL+C are pressed, but instead it disappears when just CTRL is pressed.
