Allow QueuePopulatorExcel to take a map of date formats

Currently, this queue populator takes only one string of a date format to parse date strings and make them dates. It would be nice to allow for multiple date formats to be allowed so less curating has to be done to the Excel files, especially if they are larger or have fields with different date precision.
