New chapter for installation instructions

This reader has brief, outdated installation instructions in Chapter 1, and also references the outdated instructions in DataLab's Install Guide.

For the Dec 2024 workshop, I'll update the instructions in Chapter 1 (but not the Install Guide).

In the long term, the plan is to retire the Install Guide and instead create a new chapter in this reader with installation instructions for Python and Python-related software.
