中英文切换 #5279

问题1：整个项目多处需要中英文切换时，是需要把所有页面的词都要在对应的语言库写一遍嘛？
问题2：现有中英文切换功能，切换时，menu菜单带有children的可以对应切换，无children的切换不生效，刷新后才生效，但是对页面进行强制刷新也不能实现
