I brought this up in the context of microtonal EDOs (EDO = equal division of the octave). I think the MNX spec should support EDOs other than 12-EDO, as this is part of CPMN.
But beyond this, Finale's limit is +/-7 (which is also too small). I am assuming other notation programs probably support other limits. It seems wrong to force exporting programs to respell the music to comply with an arbitrary restriction. In my opinion, the export should render the original as closely as possible, and the consumer can deal with it in whatever fashion it chooses.
