I have a simple idea, which is to truncate the audio once per second, and then compare the current audio with the past audio vector. If they match, record it as the same speaker, which may enable streaming processing.

No, the streaming case has not been supported yet in WeSpeaker.
What you need is essentially a online speaker diarization system. You can focus on that. (WeSpeaker only supports offline diarization.)
