HWP Toolkit: Github Actions various bugs

Overview

A few small bugs to fix:

1. Code Quality checks are being skipped even though when a PHP file for a plugin is modified it should run.
2. PHP tests are failing for WP 6.8 due to an SSL error
3. Failing test coverage is passing (e.g. tests should be 80% coverage, test coverage is 75% so therefore passes)
