Python3 and Django1.8 support - part 1 #60

Changes:

Minimal amount of changes needed to make the system run with Python 3.7.
Django was also upgraded from 1.7 to 1.8 as the 1.7 version does not support Python 3.7.
Requirements were not matching the install document, as the DB mentioned in the doc is Postgres.
