A bit of ai weight tweaking

changelog (from 0.7.2) :

  • fix a bug where countries would greatly underestimate the cost per construction points when having under 50 construction points
  • fix army spending estimation that would accumulate for a month and not reset every week, making the country downsize the armies
  • Small countries will now accept a higher military spending before downsizing
  • increased lroai_expected_ceiling_cost_per_construction_point to 1800
  • decreased the estimated spending from investment pool
  • allowed small countries to decrease their construction sectors 1 by 1. Small country used to overspend, go into debt and downsize barracks because of that, among others.
  • various bugfixes for bugs that appeared when fixing above mentioned bugs
  • Ai weight tweaking for technologies
  • Ai weight tweaking for the building priority decision process

Quick update to 1.5.9
I've tweaked law and ai weights. It's not perfect but good enough for now.

I believe that LRoAI is now feature complete.
What remains to be done is :

  1. Lot of balancing
  2. Debugging (because I can't believe there's no bug)
  3. Document the code for the modders

Big rewrite of critical section of the building decision process (how to decide which factories is going to be built)
This was a WIP, but I released this bug free version as an hotfix for 1.5.4
This should be playable enough.
