temporary workaround to release 0.11 (#26)

GitHub Actions does not download the whole history on tags.

docker update, add setup_raises marker and match argument

Update marker call for pytest 3.6+

No longer require git for pip installs

Add ability to check error message contents

Properly pass through unexpected errors

Update install to properly set the version

Fix bug where not raising an expected exception incorrectly passes

Add missing MANIFEST.in file

Fix some pylint issues
