Add appendCommandLine and inheritEnvironment params to new-tab (#821)

Adds the following options
- `--appendCommandLine`
- `--inheritEnvironment`

Also moves the `commandline` entry to the end as suggested.

`--sessionId` was omitted as it's an implementation detail.

Closes #783
