About The Pull Request

Adds a 8 point quirk that teaches all roundstart languages(any species that is roundstart), the same ones known by ipcs and sillicons.
Open to changing which languages are available but do feel these are all fair

Its incompat with bilingual listener quirk

Why It's Good For The Game

This quirk allows people at high cost, learn more languages and allow greater interactions.
These languages are already known by all sillicons and any IPCs for free, while this quirk requires 8 points, also since it is known by them already doesn't really step on curators toes in terms of knowing languages. Curator is more so relevenant in times like xenos when sillicons can't translate already.

This quirk will be hopefully somewhat rare, just creating a few people to act as translators or build their character.

I also think this quirk is a much more reasonable 'quirk'(character trait) than most of our current quirks like night vision or drunken resilence which say nothing about you and are closer to just picking ways to game instead of making a character
