What does it mean "See composer / git, sorry."? Why version number is removed?

Please install extension via composer.
I will not maintain the version number in ext_emconf.

Not everyone is using composer. Especially those who use formhandler are usually people who updates old projects. Why not just leave it where it's always in every extension?
