(github): purge slash-command-dispatch

Since slash-command is rarely used, and the subcommand fate-test poses risks (due to the possibility of impersonation from user name changes in GitHub Action), remove the corresponding GitHub Actions. Signed-off-by: sagewe <[email protected]>
