Fix for Ticket marytts#374

Now the vocalization cost function modified for continious features. 

if candidate continious value is NaN and target continious value is not NaN 
	cost = MEANING_SCALE_RANGE * weight

old precondition is "CC(j) <= CCmax"; now it is modified to "CC(j) < CCmax"
