…ld is used to determine whether a timestamp is logged post-startup in ap_errorlog_info structure. Add AP_ERRORLOG_PROVIDER_ADD_TIMESTAMP flag for errorlog provider so an errorlog provider can override the default behaviour. Adjust mod_log_config to zero-initialize the info structure.
