Add general conf file

This tells Nginx to look in sites-enabled for conf files.

Make it interactive to enable prompts

Update README.md

- Switched to nginx:1.7 base
- Removed variables
- Exposed html and metadata volumes
- Provided custom nginx.conf file
- Removed initial repo_sync
- Removed entry point so tools can be used by host (see readme)
