Stop support the Windows.

I am not use Windows to be my workstation over 10 year, so I remove some
batch and setting first.

[CI] Add check run dein.vim result job

Remove 'runtime! debian.vim' for support dein.vim on GNU/Linux

If I add the `runtime! debian.vim` line, the dein.vim will be failed on
Ubuntu 16.04 and Debian 9.

Overwrite the exist '~/.vim' directory, not recursive

Refactor the make install with wildcard function

Use the url of dymanic install script is not secutiry, so I manual handle it.
