Describe the proposal

The majority of dapr run arguments do not take effect when combined with -f/--run-file, since the configuration, in this case, should be supplied within the used multi-run file.

This is a confusing behavior, it would help to print a Warning or Error message when such flags are used so that the user will know to adjust the command.

Few of the arguments should still be allowed to be used, such as --help and --kubernetes and "Global Flags" (note: check for more flags that do affect the --run-file)
