So I guess this is coming from a problem you where facing. Could you maybe elaborate on it?

so ntpd ( if being used ) is getting started here https://github.com/dcos/dcos-ansible/blob/master/roles/dcos_requirements/tasks/main.yml#L95-L99

As for cloud environments crony is the better choice we need to have some conditionals here. This is where I guess your problem is showing up.
