Implemented the last two interaction answer migration procedures for

music phrase and logic proof interactions. Graph will not be migrated
due to an underwhelming number of answers existing for that interaction
type. Corresponding tests were added for music phrase and logic proof.
Also, updated the stats_jobs_one_off.py file to pass all pylint
expectations. Finally, added a bit to ignore all fuzzy rules from the
migration, including a corresponding test.
