Add 1 subdomain for VA

VA has requested we add www.cep.fsc.va.gov to their HTTPS and Trustymail reports since it is not included (note: we scan all four endpoints of a domain - http, https, www-http, www-https, when we run pshtt, which is why we are only requesting the add of the non-www endpoint).
