For Foxy and Humble it was automatically installed via rosdep, but for Jazzy that did not work anymore.
Required for Python > 3.10.

(1) On Ubuntu 24.04 runs Python > 3.10, which requires pip to be able to break system packages. I added the corresponding dependencies in the package.xml manifests. Thus, we now install the python3 packages via rosdep.
(2) On Jazzy there seems to be a problem with the pcl_conversions package finding PCL. I installed libpcl-dev manually and that fixed the problem.
(3) On Jazzy there have been some renamings of header files, hence the errors when including tf2_geometry_msgs.h or cv_bridge.h, both are only available as .hpp files in Jazzy.
