If drop_overload ration is 100%, at same time, if the endpoint list in EDS is empty, then having the router filter send a local reply with a new RCD: "drop_overload_no_healthy_endpoint" . This is to distinguish the case if drop_overload is 100%, but endpoint list is not empty. In this case, the RCD will just be "drop_overload".
