No Context Galaxy Wizard Response #19649

Describe the bug

Tool wizard gives a response that there is no context provided when used and not an error interpretation. This seems to be showing up when a user submits a job using the new large databases in kraken2, but if there is no available resources that meet the high memory requirements to run the tool.

To Reproduce
Steps to reproduce the behavior:

  1. Go to (https://usegalaxy.org/published/history?id=bbd44e69cb8906b58f41b9a24f9956e5.)
  2. Click on a red history item
  3. Click on the error report page
  4. Click on the Wizard Button

Expected behavior
An ai response explaining the error.

Possibly related and possibly completely unrelated - I noticed when fixing some type issues that we're willing to call the GalaxyWizard component with a completely empty tool standard error (ee337ac). It would probably be worth checking for that and accounting for it? Also you might want to also check the job errors in addition to the tool errors and explain to the chatgpt the difference. In a case like this you might have exactly a job error and not a tool standard error the describes to the user what the problem is but that could be clarified nicely and worded better by the AI.
