"Published Workflows" missing under "Workflows" menu #3092

Use case: New user hunting for a workflow published on the (local) Tool Shed by a colleague, without knowing where to look or the Galaxy terminology:

Log into https://usegalaxy.org/ or your local Galaxy
Click on top ribbon menu "Workflow"
Observe no mention of the "Published Workflows"
Click on top ribbon menu "Shared Data", "Workflows"
Now at https://usegalaxy.org/workflow/list_published
This lists loads of workflows.
