In an effort to continue reducing reliance on get_account, the refund request is its own source and can be returned by the v2 API
If it is claimable, it's considered "unstaked"
This currently calls init, and init needs the network now

This PR ended up wandering down many rabbit holes, including:
AccountStateandNetworkStateto make it more abstract and allow easier switching between v1/v2 APIs.
