dev-tex/*: Remove obsolete packages.

Remove packages cdcover, circuit_macros, currvita, curve, dot2texi, ellipsis, envlab, europecv, feynmf, flabels, floatflt, g-brief, harvard, lazylist, leaflet, newlfm, polytable, rcsinfo, svninfo, texpower, tipa, and translator. These are all included with TeX Live.
