Properly handle opening files when OSX is default (mozilla#1230)

* Move Deferred util to app/shared so it can be used by backend. r=vporof

* Fix opening of default links when Tofino is closed on OSX, and set up
orchestration for handling opening links from Windows, sans command line
parsing. r=mossop
