dev-perl/XML-SAX-Expat: depend on newer XML-Sax

Needed to avoid "miscompilation" (essentially empty install), as newer XML-Sax has the ROOT check fixed. Closes: https://bugs.gentoo.org/840053 Signed-off-by: Sam James <[email protected]>
