Motivation
Since there is a user mgmt in the Console, I always thought it would be nice to have such a feature even if it's super easy for someone to just create a new identity. I think for the state of the art it's nice to have such an option for a developer.
We can also add the flag within the user entity now that only admin controller can edit it.
