appveyor: Use misc/units.py for testing

* Use misc/units.py directly for MSVC.
  This reduces the time to create Makefile with MSYS2.
* Use Windows official python also on Cygwin/MSYS2.
  Windows official python is faster than Cygwin/MSYS2/MinGW python.
