feat(ipos): car file support

Context

• added: car file support, uploading directories now works
• aded: biome linter (same config as oda)

in the case of multiple files being uploaded a car file will be created with a v1 CID , I'd like it to be v0 for consistency but the package that I'm using doesn't allow the version to be passed. any issues with using v1 here?

Are we paying for filebase, if so I think we can change the CID version to v1
