Trying to create .Net Standard library / Nugget from https://github.com/pornin/DDer Asn1 decoder
This package enables ASN1 manipulating.
The original source code is taken from Thomas Pornin:

I have added tests, comiled as .Net Standard and packed it as a Nugget.
