IEEE support makes this entire template more complex and difficult to maintain. Given that we rarely publish in venues that require an IEEE template, I suggest we drop support for IEEE from this template.

Yes, to me that makes sense!
Though I recall that hardware conferences/journal often use IEEE right? Wouldn't that be a problem in the future?

Sure, in that case we can think about adding IEEE again, but maybe in a less disruptive way.
