The creators of Mesa designed Mesa in order for this principal to be exercised in the development of agent-based models (ABMs). For example, a group health experts may create a library of human interactions on top of core Mesa. That library then is used by other health experts. So, those health experts don't have to rewrite the same basic behaviors.
