bump version for new release

Create a release for recent typo and warning repairs (even though
there are no changes otherwise).

bump version to reflect `modulo` change

add dry-run support

The primary intent is to recognize `-n`/`-t`/`-q` from `make` and not
ignore them. A careful setup of targets and `:recur` options might
even make those modes useful.
