Summary

add electrification script that takes a loadshape dataframe and returns two extra columns, New Supply and Load Growth

Testing

Tested the method using loadshapes generated by Loadshape_nrel.py

I think this is ok for now. I'm unsure if it needs to be in a class, I guess that might depend on how electrification studies develop. We can always refactor if needed.

Yes, I thought we could develop more methods in electrification and add it to the same class if needed.
